Shortage of Ukrainian tools for intelligence work
A dedicated technical division focused on developing tools and software for analytical teams. The core goal is to automate the collection, processing, and structuring of intelligence data so researchers spend less time on routine tasks. The team works with open-source data, cyber investigations, and network threat analysis. High-quality data visualisation is one of our priorities, and we aim to make it accessible to our partners.

Mapping Lithuania's OSINT ecosystem
14 organisations shaping Lithuania's analytical community (2024–2026)
Lithuania is one of the few countries where open-source intelligence (OSINT) is no longer confined to intelligence services. Instead, it has evolved into a collaborative ecosystem bringing together government institutions, think tanks, investigative journalists and volunteers.
Russia's full-scale invasion of Ukraine in 2022 accelerated this shift. Lithuanian researchers redirected their efforts, started to adopt Ukrainian approaches to defence-focused analysis and scaled up investigations into the financial networks supporting Russia's war effort.
This report is the first comprehensive overview of Lithuania's OSINT ecosystem for a Ukrainian-speaking audience.
What's inside
The report examines 14 organisations across four key areas:
- military OSINT and geospatial intelligence (GEOINT);
- countering disinformation and information security;
- investigating sanctions evasion;
- strategic OSINT.
For each area, the report outlines the organisations' methodologies, data sources and the end users of their analysis.
